Upper Puget Sound, Washington

Officiant & Ceremony

In Upper Puget Sound: Civil celebrants and religious officiants serve both counties. Washington marriage licenses are issued by the county auditor — Whatcom’s in Bellingham, Skagit’s in Mount Vernon — and carry a three-day waiting period and a sixty-day expiry, so the timing has to be deliberate rather than convenient. State and county parks are heavily used for ceremonies here: Deception Pass, Larrabee, Birch Bay, Bayview and Rosario all require a permit and proof of insurance, and the saltwater sites for summer Saturdays go early. If either of you is Canadian, confirm what your home province needs in order to recognize the marriage before the day, not after it.

Churches and congregations

These are places of worship rather than for-hire officiants. Many will marry members of their own congregation, or couples willing to join and complete a marriage preparation course, and some will not marry non-members at all. Several also price the building, the clergy and the musician separately. Ask early what they require of you — policy varies widely between denominations, and between individual congregations of the same denomination.
