Pennsylvania gives you an unusually clean way around that. Under 23 Pa.C.S. 1502 you may take out a self-uniting license and solemnize your own marriage with no officiant at all, with the declaration signed by the two of you and by two witnesses present at the ceremony. Allegheny County charges $90 for it, identical to a traditional license, and does not ask about religious affiliation; a 2007 federal challenge established that asking raises constitutional problems. Butler charges $60, the same either way, and Beaver charges $71.00, which includes a certified copy and requires an appointment you both attend. If you would rather have someone officiate, 23 Pa.C.S. 1503 authorizes judges and magisterial district judges, ministers, priests and rabbis of a regularly established church or congregation, and the mayor of any city or borough, and this metro is full of small boroughs. Whether an online ordination satisfies that phrase is not settled by statute or by an appellate ruling, so if that is your plan, the routes that carry no risk are a judge, a mayor, or the self-uniting license.

These are places of worship rather than for-hire officiants. Many will marry members of their own congregation, or couples willing to join and complete a marriage preparation course, and some will not marry non-members at all. Several also price the building, the clergy and the musician separately. Ask early what they require of you — policy varies widely between denominations, and between individual congregations of the same denomination.
