Sandy Point prohibits balloons outright because of the wildlife, and city park permits make cleanup and any damage your responsibility, so anything thrown, dropped or released is something you or your coordinator picks up afterward. Confetti and glitter are a poor idea at every waterfront site here. For the welcome bag, the most useful thing you can put in it is information — which side of the bay the wedding is on, what time to leave to beat the bridge, and where guests are parking. None of that is obvious to someone flying in. Budget $1 to $6 a guest, and remember that skipping favors altogether is a perfectly good decision.
